What makes GRRM couldn't finish the next levels on time...?

He mixed some of his writing differentiation in the same age :

He started writing Song of Ice and Fire universe in early 1996, up to the present situation in the same universe there are following novels have been published accordingly,

A Song of Ice and Fire series:

In the meantime, GRRM started writing some other novels parallel to the Song of Ice and Fire universe. Tales of Dunk and Egg, The Rogue Prince & The Princess, and Fire & Blood likewise. GRRM might be busy with writing different stories at the same time. Therefore we can imagine that he couldn't finish the particular novels on time.

Start of Telecasting Game of Thrones

After the completion of DOD in 2011. The same year Game of Thrones 1st Season also started. GRRM might be busy with this production and he was the one of the production team of this fabulous TV drama. He used to write some screenplays as well.

Health and Age Issues :

Fans have also expressed concern over the age and health of George R. R. Martin. Martin, who was born in 1948, is currently in his mid-seventies, and some fans are concerned that he won't be able to see the series through. Still, Martin has repeatedly told his fans that he is working on "The Winds of Winter" and "A Dream of Spring," and he is committed to bringing the narrative to a satisfying conclusion the way he intended.

George R. R. Martin's Style of Writing :

Martin's distinct writing style is among the factors contributing to the extended wait. He is renowned for his painstaking attention to detail, nuanced character creation, and sophisticated narrative construction. As a result, it took years to write some of the series' books. Completing "A Feast for Crows" and "A Dance with Dragons," for instance, required five and six years, respectively. It should come as no surprise that "A Dream of Spring" and "The Winds of Winter" have likewise taken longer than anticipated.

Conclusion

It is still unclear if George R. R. Martin will be able to complete the world of A Song of Ice and Fire. The uncertainty stems from a number of factors, including the weight of expectations, his distinct writing style, the departure from the TV adaptation, and worries about his age and health. The ultimate fate of the narrative is still up in the hands of the author, time, and maybe a little magic, but fans are still holding out hope that Martin will give the epic climax they've been waiting for.
