What does "the dragon has three heads" actually mean?

What does "the dragon has three heads" actually mean? Source : Google Well, the most thrown-out answer to what people think it means is that the three-headed dragon refers to Aegon the Conqueror and his sister-wives. Prince Rhaegar, on the other hand, seems to have interpreted it as needing three Targaryen children in order to fulfill a prophecy. Others think it simply means needing three dragonriders.
